The touchup paint you have SHOULDN'T require a clearcoat. Unless it dries flat. I'd test it on the bottom of the hood, just to be sure.
If it does dry flat, some clear nail polish is the trick. Again though, test it on the bottom of the hood. If it reacts with the factory paint, you don't want that on the outside.
