yes, there does have to be an abduction. The 4 criteria for an Amber Alert is
#1 Law Enforcement confirmation of an abduction
#2 Risk of serious bodily injury or death
#3 Sufficient descriptive information
#4 The child is 17 years old or younger
If she ran away there is not sufficient cause to issue an amber alert. sorry....
