I think it would be worthwhile to make a sticky post for new members telling them who to contact via email to allow posting after they are registered if they are unable to do so after an appropriate amount of time has passed.
I had to email Earl to be able to post also. The site registration gave me a user name but no ability to post, PM, edit my profile, or contact anyone within the site. Luckily, I found Earl's email address in another post and was able to contact him that way to have it resolved for me.
