Need more information. What type of emissions testing is done where you are? Did you fail under load or at idle (if your testing is done that way).

High HC can be caused by a nearly unlimited number of items but a "short" list will include:
Plugs
Wires (coils)
Vacuum leak
EGR (though you would expect to see high CO at the same time)
Knock sensor
Timing advanced too far (cant burn all the fuel it is getting)


If you just had the high HC problem at idle then the first place to look is to the plugs and coil, that is typically an indicator of a pretty steady misfire. Not to ruin the day but there is also a possibility (though slight) that high HC at idle can be caused by a loss of compression when the exhaust valve leaks.

On the plus side, you are really close to passing. You might be able to get it clean enough by just changing the plugs. Can you post a picture of the results you got from your testing facility?
