Yes - it is a legal requirement for all cars first registered 1.1.1993 or after. Although mine is a 1992 it was sold and registered for the first time in Indiana in June 1993 :-).
The car was imported to Finland in 1996 by a doctor who moved back home - no one said a word then about the fog light and it's been inspected w/o issus ever since - until last summer when the guy noticed it and forced me to install it.
The EURO style cluster has the fog lights.....
