I have 4.444 tranny from a 1997 Outback and some weird binding issues (which do go away by inserting the FWD fuse).

I guess that your car is not a VTD, but 4ACT as you have a FWD fuse. Only the VTD transmissions had a change of C solenoid with the 95 model. The 4ACT transmissions have not changed the C solenoid, it was always a NC solenoid.
