I think they go on the inside of your rear wheels behind the rotors, then clip into a little hole. One would take them out to manually adjust the rear parking brakes, turning that little rotating gear.

Of course, now I'm going to have to check to see if I have them in my car. I doubt it, but I do still have the penlight, so maybe.
