He is a cheat and liar. I won and item and paid him by PayPal and never received the item. I have a claim in now with Ebay and PayPal. In his feedback you will also notice that he supposedly sold a good low mileage 97 tranny on Ebay and it turned out to be a 92 non-working tranny.
