I'd say it's probably more a result of how much the retailer wants to spend. 'S' would say "We want to sell 800,000 Michelin tires this year but we won't spend more than $12 average cost each - Whaddya got?" Some retailers that would rather provide and be known for better parts might say "We want the best you've got, you get to put your name on it and make yourselves look good, but you're going to give us a price break in return." Thousands of ways to split hairs....
