They're plastic. They are brittle and break after 20 years. I've gotten quite a few off and tossed them in a bucket.... somewhere. But you're just going to have to replace them.
As for the rubber liners, remove them. They're the cause of rusty wheel wells, or at least just one piece of the puzzle.
