The rock chips are a common problem with SVX paint. It is easily chipped by rocks. As for the bumpers, they're usually inclined to fade, but not peel. Sounds like your bumpers have been repainted and the polymer that provides the elasticity to the paint and allows it to better adhere to the plastic bumper, was not added. Any time you have your bumpers painted on your SVX (or any car with the "modern" plastic bumper covers for that matter), make sure you take it to a reputable shop that knows the correct techniques for painting plastic.
