Actually, you can (aside from vital system functions). I used to do t all the time when I would render pictures in Bryce. Just open the task manager, goto processes, right mouse click on the program (that you want to have all available resources), and set the priority to "real time". Boy will that ever make your computer run like an 8088 when you're doing some heavy lifting. Last time I did that, the mouse wouldn't even move, because Bryce was using so much processor time.
By the way, my vote goes to the psp. the games will be able to be so much bigger because of the minidisk, and it is just so much better designed IMO
