Passenger side front end clunk.

I just developed a clunk from the front passenger side. It persists even with the brakes depressed and is dependent on vehicle speed and changes sound as the steering wheel is turned. It only happens after driving for a couple of minutes and only at speeds above 5mph. With the front passenger wheel removed, the brake rotor seems loose on the hub but once the wheel was back on, I made sure that all of the lug nuts were tight. My best guess is a CV joint. The boots are perfect, not torn and there is a small amount of play in the axle but I believe that is normal. Any suggestions?
