the fuel pressure regulator has a small rubber hose on above cyl 5 at the back of the manifold ,it has the job of controlling pressure in the fuel rails not the tank ,you must have a blocked vent ,as for vapor lock check you cpc soleniod ,if it stays open and you shut the car down it can be hard to restart
