r432 connects the oe of the surface mount to the same driver pin that goes to the dip socket
r431 if used connects the oe of the surface mount to high
r430 connects the ce of the surface mount to ground (the ce of the dip socket is straight to ground)
r428 connects the ce of the surface mount to high
r429 pulls a14 of both pad sets high
moving the resistor from r432 to r431 will put the surface mount in output dissable mode
