Hi Greg, yes the clutch plates can be worn out, or the transfer valve could be stuck, so that when the C solenoid turns it on, the valve does not move and the clutch won't operate. There won't be a code posted as the C solenoid is working OK.

The fix is to remove the rear of the box, and replace the C solenoid/transfer valve assemble, the clutch plates can be replaced at the same time. About $300.
