I would replace the rubber/metal washer with the new valve cover gasket. They help apply an even pressure to the cover after the bolts are torqued. So yes to thaem by all means.

As for using RTV,,,,
I would not if you are using a gasket. They were designed not to be used with rtv. If rtv was used before then you might have to if you can not clean up the cover enough.

If you are replacing the valve cover gaskets then may I sugest replacing your spark plugs at this time. I might be easier in the long run.
