If the lighter works, the visor lamps shouldn't be used as a diagnosis for this problem; they're unrelated this far down the line.
Does your rear wiper work? If not, I'd be with Nate on the time control unit. Believe it - your interior lights, rear defroster, and rear wiper are all tied into it.

rear wiper works but not the intermittent function
that could explain the burning electrical smell that came through when i turned the vents on....
does anyone have a pic of what it looks like and/or have an extra part?
