At the very least, it's not good to have the hose band missing. In that condition, it will definitely leak. Maybe someone forgot to put it on when they were working. The radiator seems not a genuine. Replaced it ?
The hoses are definitely not in good condition, so I recommend replacing them all if you can get them.
