Take a small drill (a little larger than the indent in the back of the rivet on the bracket) and drill it out. (see photo)
The rivet will actually break apart and you can push it out. Then you will see the plastic bushing in the hole in the bracket. I have even done it by hand, holding the bracket in one hand and slowly drilling into the indent with the other. This is a soft rivet so you don't need a lot of speed, just a sharp bit.
Just a note: your plastic bushing will be black. I painted mine gray for clarity of the photos)
