Mine are missing completely. They've just been worn away. The ones that are there seem to be fine.

Since I've been renting cars like crazy I've seen this problem on a few. Not as bad as mine, but still there.

It is the outside that is scratched.
I've made it a point to keep a container of glass wipes so I can wipe the window down in the event I want to use it.
