I think it's no harm to give them the VIN number anyway, then the onus is on them to ensure the part is correct.
In the case of the US if the number does not tally with what's on their system it should be relatively easy for them to bounce the number to Fuji Japan and ask if the part number is correct.
That's what happens here in Ireland. If their system has enough info to verify the number they supply you the part. If it comes up blank, they check Japan.
Regards getting extra spares, I personally would not bother ordering parts that had not failed until they were needed. You may find that you would need to replace all the rubber vacuum tubes under the intake first, before the suspension parts, what with your low mileage. The rubber hoses get brittle with age and heat, and if any of them leak it will give you poor running symptoms.
That's just my personal opinion. Don't let me put you off buying spares, I'm a belt and braces man myself.
