No, but it does speed up as you go faster. Actually what it does is just go slower when you are coming to a stop. All the intermittent settings do. It shouldn't wipe continuously unless you set it to one of those speeds.

ive flipped it both ways and theres no noticable difference
When you set it to "on", it should set the wipers resting position about 6-7 inches up so you can pull them off the windshield when you park in snow, and it make de-icing easier. Set to off, they should rest low enough that you cannot raise them without hitting the hood. Mine a re a little wobbly and don't rest correctly. It's an age thing.
