-Sounds very odd..... the EG33 with stock "everything" should easily spool up that turbo earlier!
-Are you sure that the wastegate is really closing tight?
-There are no leaks in the exhaust or the "charge"/pressure side?
Are the manifolds designed for "flow" or "pulse"?
A "pulse" driven turbo often spools up faster/earlier than a "flow" driven.
