Phil, I just twigged it.
Your approach was right, just thinking about the wrong loom. Bet you a Dollar to a pound of Matsuwhatsit that they are using the live wire for the front fogs to power the dipping servo motor. THAT is why they put a blanking plate instead of the fog lamp into the glass headlights.
You might also find out that there is a legislation problem somewhere in the equation also. Maybe the German TUV regs don't allow positioning of the fog lights right beside the headlights or something? [I often get flashed by fools thinking I have two lamps on, so must be on main beams]
