I had this problem in the right side tail light. I found that the two halfs of the plastic case were not sealed along the top of the lens.
The outer case wraps over the inner, along the top. Took the light out and sealed the joint, right along the top with silicon.
Did the job, has not leaked since. Can now wash the car in hot weather without sucking in a light full of water.
