You have probably solved the problem. Another area to look at when you check it out fully is the ignition wiring. This is also connected to it. It is fairly common for the wiring there to come loose [the whole tumbler barrel gets loose with use!] and with a bad or erratic connection, the relays don't trigger.

Tighten up there when you are at it. You will have to take the plastic shroud off the steering column.
