Have you tried a 12R adapter on that high port? Bet they put the wrong one on it. Anyways, all you should need is the low side, fill to 28-30 psi. Mostly you only need the high port to trouble shoot...

Is it possible when the timing chain was replaced something (a cam) was off by one tooth? At low speeds/RPM it would go unnoticed but as the revs go up it would become more problematic.
