By the 'tray' I mean the plastic shroud that you need to remove to access the oil filter. It's under the car immediately behind the front bumper and goes back about a foot the width of the car.

Actually, as I remember it, it pretty much covered the whole rack. I think it essentially came from above the middle of the rack, dripped onto the rack and then spread from there.

Try Bathroom Spray Cleaner

Some bathroom spray cleaners (Fantastik makes a good one) are formulated to clean hardwater stains. I use it on my boat to get the lake water stains off the glass and it works fine.
