Mine varies quite a bit with type and speed of driving but I usually get around 29 with all freeway going 80 and around 23 city/highway. I actually get the best milelage right at 80 with flat roads....

Check the bearing in the idler pulley.

I have used the starter method on literally hundreds of crank pulleys, not near as scary as it sounds. The subaru special tool works good to.

I'm kind of new to this site but a long time subaru mechanic and I can say the car probably could use most of the stuff they said but the shop is just trying to make as much money as possible off...
