I've changed loads of fuel filters on various Subarus and never had a problem, just slacken the clips on the filter inlet/outlet pipes, pull off hoses (small amount of petrol comes out) remove and...

I'm guessing you checked the obvious? bulbs, fuses, switch - after that it's probably a wiring issue, bad connection/corrosion. M :)

Sorry, don't have a spare, but when I damaged a tooth/cog on mine doing the timing belt, I had it welded a filed- been ok for years:)
