I gave up on the headlights I bought with the small car lenses due to just too many issues with seized screws and bent adjustment thingies. I got a pair of stock lenses from a junkyard car...

If the front of the seal is detached, does that mean it left some of itself behind where it pressed into the panel? If so, I am assuming I need to remove the panel to pick out the broken bits.

Disconnect the alternator and check the voltage. My guess would be a failing regulator putting out way too much voltage. That is one way multiple fuses can blow. The other would be massive failure...
