That surprises me but it doesn't surprise me at the same time. The thing is, technically, isn't it illegal to not have a pre-main cat O2 sensor on a 96+ car?

Without it operating and operating correctly the ECU throws a code and I can't get it through inspections with the CEL on.

Possibly. The rear sensor, in particular, seems to be...particular. NTK supplies the OEM sensors. Hopefully this will rid me of the occasional "slow response" codes.
