I can't find the plastic insert. I can peel the side of the frame and see something metal and sheet like spinning and ripping a hole in my bumper.

I cannot for the life of me get the front license plate frame off. I tried the 10mm nuts that seem to hold it on, but I can't get it off. They just spin. I'm registered in PA now, I don't need the...
