The lock seems to work, but when I pull the latch, nothing happens. I'm hoping that I can get a pick or screwdriver at the latch and disengage it, but I'm flying blind as to where the latch...

The reason my son's throttle cable failed, leading to a stuck throttle, was that whoever had installed it had not put a nice radius...

I wondered if the bearing was easily available, but the pulley itself had melted belt on it, and it was a lot easier to just order it.
