Different Fog Light ?
 

1. How do you remove the button panel with the security, crusie and foglight button?

2. I think there is just a connection missing because the lights dont come on but neither does the lgith when you turn them on(the little red one)

The panel that houses those switches can be pried out with a flat head screw driver. I found it works best to pry the left side out, just enough to get your fingers on it, then pull it out an inch or two by hand. Chances are you just have some bulbs that are burned out. When you change the fog light bulbs, make sure the engine is cold. Otherwise you could burn your hand on the radiator.
