It could be a loose connection or a broken clockspring. Does your cruise work? Airbag light?

A clock spring or is a special rotary electrical connector which allows a vehicle's steering wheel to turn while still making an electrical connection between the steering wheel airbag and the vehicle's horn and other electrical devices, such as cruise control. The clock spring is located between the steering wheel and the steering column.

It's called that because it simply looks like a clock spring that winds and unwinds. This is how a positive electrical connection is made to the airbag and still be able to turn the wheel back and forth.

The horn and cruise control circuits on the steering wheel run through this clock spring. Check to see if the horn and cruise are working. If not, you probably need to replace the clock spring.

Based on the above information, it seems that the clockspring has been bad for many years. How long has the horn not been working?

Well why don't you try the Cruise Control. The CC paddle runs off the horn button's power. If the paddle works, the 'clock spring' wiring is OK.

Maybe, you need to locate the black/green stripe wire going into the plug for the clock spring at the steering column. This is the horn button wire. If you ground this wire and the horn sounds, then the clock spring is the trouble. If it doesn't sound its not.

No.:) I said to find the black wire, with the green stripe, where it goes into the clock spring plug. This is the same wire that comes from the horn relay, if it is grounded, the horn should work. If it does, the problem is in the "clock spring". If the horn does not sound, then the problem is back at the relay.
