300zx throttle body question

I know its not SVX related but the guys on that forum are significantly less helpful... please... running down the center of a 300zx V6 theres two throttle cables that "T" and a rotating bar that runs to the air intakes.. the gas pedal was very stiff to press so I cleaned the cables, springs, and bar... while doing so i noticed that one (passenger side) cable doesnt move.. when the pedal is pressed the drivers side cable moves freely and while its pressed the pass. side cable can be moved by hand but does nothing on its own... in the pic the lower cable moves freely with the pedal.. the upper does nothing

A; what is the other cable for?

B; why doesnt it move?

I would say that it is the cruise-control cable ???
