that would buy cars from you that met certain restrictions

* gross polluter
* older than XXX years


just to keep them off the road?

I also remember 500 dollars as the amount.

Yes, you are correct, and if I've heard correctly, I believe they've upped the dollar amount to $800. And there is a $1000 offer if they car doesn't pass smog. You'd want to contact the Bureau of Automotive Repairs. They're the ones that handle the administration of that program.
