You could try the "Novus" plastic polishing system. There are 3 products that you use in sequence. The number 3 is a "deep scratch remover." You'd start with that. It would be best if you had a buffer. You'd mask off around the tail light, use the product on a buffer to buff out and smooth the surface. Then, you'd use product number 2, which a "fine scratch remover" to make the surface even smoother. Finish off with product number 1 (without the buffer) to polish the plastic to a shine.
