Cigarette Plug Outlet only reading 1volt
 

So I went through the process of pulling the cigarette plug to fix the fusable link that had gone bad, and the fuse under the dash is fine. But I'm only getting 1 volt (or slightly above that) through the outlet.

The plug has a black ground wire attached to it, and on the bottom side a red with green striped wire is plugged onto it, but again, only seem to be getting 1 volt from the hot wire.
