Dash lights not working

My dash lights went out on me when I was driving home. The lights for the climate control went out, along with the console shifter lights. The back lights for all the buttons on the climate control, defroster, alarm, foglights work when pressed but arn't lit any other time. The warning lights all work perfecly fine when you click the key to accessory. I found a blow fuse in the interior lights panel under the dash, replaced that tried it again thinkin that it's fixed, but no luck. I'd appreciate any help I receive.

did that fuse happen to blow too?
just a guess

That other fuse I put in also blew. I have a Haynes but they dont have diagrams of the circuits I'm looking for. I'm thinkin that it might be a relay under the hood, but not sure. I've tried putzin with the lighter and wiring to no luck.
