a 97 car needs to be plugged into the emissions computer to pass. This car will not pass due to the mixing of OBD1 and OBD2 components

As Nate indicated, that style of emissions testing is limited to only the eastern part of Pennsylvania, or "West New Jersey" as I like to call it. There are presently no plans to change the emissions regions or requirements. The independent dealer organization of which I am a member is constantly keeping us updated with regard to inspection and emissions requirements. Heck, I think if they instituted any emissions testing at all in Crawford county, it would take half of the cars off the road!

Does that include scranton? Don't ask how I don't know this.

I am sure I am not alone in laughing in my chair. Your are the most over taxed, repressed subjects of any State, sorry Commonwealth, I have seen. Emissions testing, psst, what is that? You can't even buy a beer at your local gas station (brown paper bag is free).

Here is a map showing the emissions regions of PA.

The "42 County Region" has no emissions testing at all. The other regions have varying types of emissions testing. The "Northern Region" is simply a gas cap test and a visual inspection for the presence of the factory fitted catalytic converters. The "Pittsburgh Region" uses a tailpipe sniffer test, and the "Central/Lehigh Valley Region" is an OBD2 check. I don't know what the "Philadelphia Region" entails.
