seatbelt question

The driver side seatbelt in my Moms SVX will move the belt forward, But will not move it back when the door is shut and the key is turned on. What would cause this?

My legacy used to do this when it was really cold...but as the car warmed up and I was driving, it would come back up out of no where and scare the s$%^ out of me.
