There is Skagit Speedway (a dirt track), but you can't drive your car there, it is just for the racers. Every Sat from this weekend til after Labor Day.

I'll be racing with the Chuckanut Sports Car Club this weekend. They are running an event at the White Salmon Lodge on Mt. Baker this Sunday. There might even have some open spots left if you register quickly.
