There is an active group of people who have been refining open source hardware and software to access the ECU ROM on ODB-II cars. The software is called EcuFlash, and the interface cable is called OpenPort Interface. The cable connects to the OBD-II port. A laptop PC with a USB port is needed to connect to the ECU and run the EcuFlash software. The software is free, and the cable costs $89.00 Their website is:

http://www.openecu.org/index.php?title=EcuFlash

They have the software and the cable working with many of the US model Subarus (not the SVX yet) and several Mitsubishi cars. So, it seems to me that there is a possibility that the SVX could also become a supported vehicle. If someone here has experience with assembly language and EE skills, I'm sure that you could work with the OpenECU folks to get the cable working with the SVX and disassemble the ROM on the SVX ODB-II ECU. Once the ROM has been deciphered, then ODB-II SVXes can be tuned by anyone who wants to buy the cable and has a laptop PC available to the software.
