A new way to cook rice?

I was sitting at a light today, half asleep after a long day of work, when up pulls a Kia Rio sedan beside me. I was jolted awake. What'n hay-ill did this thing have for wheels? They looked to be deep-dish chrome things about 12" in diameter with skinny tires, & they stuck out some 3" beyond the fenders! Was this a Zip-Zap demo car? Is this the natural response to 20" rims with inch thick tires? Somebody hip please clue me in.
