Seatbelt doesn't always retract

Wondering if anyone has already had and solved this problem with the D/S seat belt staying in the rear position. It started to take a few seconds to start to move and the time keeps getting longer. Once it starts moving, it goes fine.

Is it just sticking? Mine sticks sometimes and when it does I just give it a little outward push to help it get out of the locked position.
